"Formerly, the Retiree open enrollment application consisted of a PDF that had to be submitted by Retirees via mail, email or fax every year. The PDF form contained Retirees' sensitive information, which could not securely be hidden in its former paper version. Because there are over 200 conditional fields in the form and the PDF version could not automate any of the conditionals, there was no seamless way to guide Retirees through the application process. It was time-consuming for the City's HR Benefit staff to contact the submitter several time to confirm the information the Retirees filled out in the form, which often made it difficult for the staff to manage the applications in timely manner. Furthermore, the staff had to manage data manually and keep track of each submission in an Excel File, a process that added time and increased the likelihood of errors in the entered data."
